Please see my telegram No. 22 of the 31st ultimo. The Imperial Edict sanctioning the Final Agreement has been issued, and a copy will be officially communicated to me in a few days' time.
The signature, however, of the Agreement will not take place for about three weeks, after the Chinese New Year's holidays.
The above has been communicated to the Governor of Hong Kong.
