Foreign Office, April 3, 1907. I HAVE received your despatch No. 71 of the 6th February last, reporting an interview with the Wai-wu Fu on the 18th January last, respecting the settlement of the claims on account of losses incurred on the occasion of the recent riots at Shanghae.
approve your language on that occasion, and am of the opinion that the Chinese Government's counterdraft could clearly not be entertained.
