Downing Street, March 27, 1907. I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of the 18th instant with regard to the restrictions placed on the carriage by British ships of Chinese emigrants under contract of service.

2. As Sir E. Grey is aware, this question has already been discussed by the Cabinet, to whom it will again be referred before long.
3. I am accordingly to suggest that Sir J. Jordan should be informed that the matter is under the consideration of His Majesty's Government. A reply to this effect was sent to the letter from the Liverpool Chamber of Commerce, to which Sir J. Jordan refers, and to similar representations from other bodies.
