I was informed yesterday by his Excellency Tong Shoa-yi that he hoped the Decree would be issued in about a week's time. This assurance he repeated to-day to the Agent of the British and Chinese Corporation, adding that he would resign after its issue.
The absence of the Agent from Peking has been partly responsible for the delay which has occurred.

I am now informed by my Japanese colleague that his Government have consented
to the Kiaochow Customs' system being applied to Dalny.
I have repeated the above to His Majesty's Chargé d'Affaires at Tókið.
