Peking, January 21, 1907. WITH reference to my despatch No. 465 of the 13th November, I have the honour to inform you that M. Bapst, my French colleague, lately addressed a despatch to the Wai-wu Pu, calling the attention of the Chinese Government to the undertaking given in 1898 to the French Government in regard to the appointment of a Frenchman at the head of the Chinese Postal Service. When I first heard of this despatch I made private inquiries of his Excellency Tong Shoa-yi, who confirmed the information, and added that Sir R. Hart had been informed that the Chinese Government had no intention of withdrawing the management of the Postal Service from his hands.

It is not improbable that if the Chinese Government had such a plan in view the prosecution of it has been retarded by this intervention of M. Bapst.
