ESTABLISHMENT of custom-house at Dalny.

Tokić, January 29, 1907.

On receipt of your telegram No. 4 of the 23rd instant, I inquired at the Ministry for Foreign Affairs how this question stood. I was informed that the Chinese Government had been notified that the Japanese Government had no objection to a custom-house being established at Dalny simultaneously with a similar establishment on the frontier of North Manchuria. The Russian Government had concurred in this arrangement. Further, it was hoped that custom-houses would be established in both North and South Newchwang with the least possible delay.
