Foreign Office, March 21, 1907. WITH reference to my despatch No. 100 of the 8th instant, I transmit to you a copy of a note from the French Ambassador intimating the willingness of his Govern- ment to co-operate in measures for the prohibition of the importation, manufacture, and sale of morphia in China.*

is understood that Germany alone among the more important Powers is taking no steps in the matter. When, therefore, you learn that the consent of France to the prohibition has been notified to the Chinese Government, you should endeavour to ascertain whether the Chinese Government intend to make any further efforts to obtain the consent of the German Government.
