E. D. Sassoon and Co.: The representatives of this firm state that the two Sassoons who are the chief partners in this firm were born in India. S. A. Hardoon, now managing the firm, was born in Bagdad.
S. J. David and Co.: The representatives of this firm, who themselves were born in Bagdad, state that the principals are Sir S. J. David, of Bombay, and A. J. David, of Hong Kong, who were born in Bombay.
Isaac Ezra and Co.: Isaac Ezra, proprietor, states that his father was born in India, his grandfather having been naturalized there. The register of British subjects for 1906 shows that his father was born in Bagdad, but that his family was naturalized in India.
Cawasjee Palanjee and Co.; B. C. Sethna, the head of the firm here, was born in Bombay (Parsee).
E. Pabaney: The manager of this firm was born in Bombay.

le 12 Mars, 1907. PAR sa note du 10 Septembre, 1906, votre Excellence me faisait connaître les conditions mises par le Gouvernement Britannique à son acceptation des mesures prises par la Chine en vue d'interdire l'importation de la morphine dans ce dernier pays; elle ajoutait que le Ministre de France à Pékin, consulté par son collègue d'Angleterre, avait émis l'avís que son Gouvernement n'avait pas, en l'état actuel de la législation. Française, le droit d'interdire à ses nationaux la fabrication de la morphine en Chine. Le Gouvernement Britannique étant, dans l'intérêt humanitaire, favorable aux mesures édictées par la Chine, votre Excellence demandait si le Gouvernement de la République jugerait possible de lever la difficulté prévue par notre Agent à Pékin et d'interdire, au besoin par une loi, la fabrication de la morphine en Chine aux ressortissants Français.
Après étude du point de vue légal, mon Gouvernement estime que la législation Française, en son état actuel, lui permet de prêter son concours aux Gouvernements Britannique et Chinois pour l'interdiction en Chine du commerce libre de la morphine. En effet, en vertu du Traité du 24 Octobre, 1844, les Français résidant dans le Céleste Empire sont soumis exclusivement à la juridiction civile des Consuls; les peines inscrites dans la Loi du 19 Juillet, 1845, pour infractions aux dispositions de cette loi relative à la vente des substances vénéneuses, parmi lesquelles est rangée la morphine, seraient applicables à ces ressortissants.
La fabrication de la morphine limitée à l'approvisionnement des pharmaciens et des médecins dans les conditions prévues par la législation. Française, pourrait égale- ment être surveillée de manière à prévenir tout abus. Les Lois et Règlements Français paraissent donc suffisants pour permettre de donner satisfaction aux vues recommandées par le Gouvernement Britannique lorsque l'entente entre les Puissances et le Gouverne- ment Chinois sera complète.
