QUESTION of compensation for Shanghae riots.

A telegram has been received from Drummond from Shanghae that there is strong evidence that serious trouble may arise if, without a full joint investigation of the matter, China is forced to pay.

Are you of opinion that disturbance is to be anticipated? Have steps been taken to make all necessary precautions?
