Dear Sir Edward,

Reform Club, Pall Mall, London, February 13, 1907. A CHINA Missions Emergency Committee has recently been organized, a list of whose members I inclose herewith, for the purpose of dispatching a representative Commission to China to inquire into the present attitude of Chinese officials and Chinese people towards Christianity and missionary work, also in what ways the existing missionary agencies and institutions can be rendered more efficient in view of the recent alleged awakening in China, and desire of its people for Western culture and civilization. I happen to be the Chairman of the Committee and Rev. Dr. Paton and W. Gilbert Walshe, M.A., its Honorary Secretaries.

Last Friday we received a letter from the well-known and much esteemed missionary, Rev. Dr. Timothy Richard, of Shanghae, dated the 14th January last.

As it contains some rather alarming statements of the anti-foreign feeling in China, I feel that it may be my duty to inclose a copy for your perusal.

I should be glad to have, if possible, a private and unofficial interview at an early date with you as to the present alleged anti-foreign attitude in China, and as to the proposed visit of the aforesaid Commission to China,
