The Chairman referred to the disabilities under which British shipe laboured owing to the Acte mentioned, and said they were debarred from en- gaging in legitimate 3 profitable trade, and it was most unfair that they should be at a disadvantage compared with those of other countries.
A case in point was illustrated where a German vessel was favoured- (the Poochow case).
The following RPSOLUTIONG were pansed and copies of then were order - ed to be sant to H. 3. Frincipal Secretary of State for the Colonies. RESOLVED.- 1. That the Committee of the East India Trades Section of

2. The recent instance of the .s Powhattan, which was cusr- tered in London to carry coolies free Chins to Mexico under contract approved by Cuinese Provincial Authorities and with the consent of the Maxican Autilurities, and which Quarter had sub- sequently to be cancelled, is an illustration of the hardship suffered by qilish Crnere at a tire men suitable seployment for shipping is lifficult to obtain.
Tue Cozmittee therefore urges that the law and Criinuece should at once he spended, as being unduly restrictive, and entirely out of date owing to the change of circumstances which has taken place since the Regulations objected to wars author- ized by the Hose Government and put into operation by Lie Legis- Isture of Hongkong.
