Sir:-

I am directed by Secretary Sir E. Grey to trans-

mit to you herewith for the information of the Sec-

retary of State for the Colonies copy of a despatch

which has been received from His Majesty's Minister

at Pekin in regard to the restrictions placed by the

Chinese Passengers Act 1955 and the Hong Kong Ordin-

ance 1889 on the conveyance of Chinese Emigrants

under contract by British Steamships to foreign coun-

tries.

You will observe that Sir J. Jordan draws atten-

tion to resolutions on the subject which were passed

in November last by the Liverpool Chamber of Commerce

and sent to His Majesty's Secretary of State for the

Colonies, and that he suggests that it would be use-

ful for him to know what reply was returned by the
