Peking, December 24, 1906. WITH reference to my telegrams Nos. 245 and 247 of the 18th and 19th instant respectively, I have the honour to transmit to you herewith copy of a note which I have received from the Wai-wu Pu relative to the opening of Chang Ch'un, Kirin City, Harbin, Manjuri, and Tsitsihar to foreign trade and residence on the 14th January, 1907.

December 19, 1906. IN my note of the 16th December I had the honour to inform your Excellency that the first day of the 12th month of this year (Chinese calendar), corresponding to the 14th January, 1907, had been fixed upon as the date for the opening by China herself to foreign trade and residence of Chang Ch'un (K'uanch'engtzu), Kirin City, and Harbin, in the Province of Kirin, and Manchuria (Manjuri), in the Province of Heilungchiang.

Article I of the Chino-Japanese Supplementary Treaty respecting Manchurian affairs stipulated that Tsitsihar, in Heilungchiang, should also be opened by the Chinese Government to the residence of foreigners and foreign trade. This Board has now arrived at an agreement with the Russian Minister to open this place also on the same date, though, as regards the leasing of land there by foreigners, a similar condition has been made that no steps should be taken in this respect until the Chinese Government issues its special Land and Building Regulations.
