Sir:-

In my despatch No.529 of the 13th ultimo I had

the honour to inform you that the Wai Wu Pu had

agreed to act upon a suggestion which I had made to

the effect that the Commander-in-Chief at Canton

should be instructed to concert measures with the

Commissioner of Customs for the suppression of piracy

in the inland waters.

On the 18th December the Wai Wu Pu informed me

that the Commander-in-Chief had, they understood,

placed himself in communication with the Commissioner

of Customs and that an arrangement was under consid-

eration which would be communicated to the British

and other Consuls.

On the 28th December His Britannic Majesty's

Consul-General at Canton, whom I have kept fully in-

formed of the course of the negotiations, telegraphed
