100% I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 25th ultimo representing the injury done to your interests as concessionnaires of the Soochow-Ningpo Railway by the steps taken by the local Chinese authorities to construct themselves not only the first section of that railway from Soochow to Kashing but also a separate line from Shanghae direct to Kashing.
It appears doubtful whether the construction of a line from Shanghac to Kashing can be held to be an infringement of the Agreements concluded by the Chinese Government with the British and Chinese Corporation, and in any case whether at this juncture it is advisable to make representations to the Chinese Government on the subject.
A copy of your letter has therefore been forwarded to His Majesty's Minister at Peking for his observations thereon.
