Peking, December 18, 1906. MANCHURIA. Please see my telegram No. 187 of the 10th October. The Diplomatic Body have received notification from the Chinese Government that an Agreement has been made with Russia by which it is proposed to open on the 14th January, 1907, before the evacuation has been completed, the following places to international trade :---

1. Harbin.

2. Kirin.

3. Mandchourie.

4 Changchun (Kuanchengtzu).
