ARREST of political suspects at Shanghae.

Please refer to Sir P. Warren's telegram No. 5 of the 17th January.

We could not sanction the holding of an inquiry in a criminal case with closed doors. This would be contrary to our own practice, and must give rise to the suspicion that it was a cover for some questionable manoeuvre.

The preliminary investigation by the Mixed Court must be public, unless there is some special reason of which we are unaware, or some practice which in such cases as this has become established by usage.

I HAVE received your despatch No. 497 of the 29th November on the subject of custom-houses in Manchuria.

If a custom-house has not been established at Dalny before the opening of Newchwang in the spring, the merchants at that port will have reason to complain.

Please report if any settlement has been reached.
