Mr. Alden,-To ask the Secretary of State for Foreign Affairs if he can give the House any information with regard to the Circular recently issued by Sir Robert Hart on the question of the new Chinese Customs Board; and whether he would cause a copy of this Circular to be placed in the library for the information of Members.
