Assuming this to be so,
the amount of imported Indian opium ought to be re-
duced year by year, and taking the average of the
five years 1901 to 1905 as the basis of reduction,
we request the consent of the British Government to
reduce the total amount of imported Indian optum by
one-tenth every year, starting from 1907.
