Foreign Office, January 10, 1907. OPPOSITION to Bhamo-Tengyueh Railway referred to in your telegrams Nos. 253 and 254 of the 31st December, 1906.
Chinese Government should be informed that, under the engagement given in March 1902, His Majesty's Government claim the right to construct this line.
In doing so you should make them understand clearly that His Majesty's Govern- ment do not consider the Bhamo-Tengyueh Concession as fully equivalent to the Laokay-Yunnan-fu Concession which has been granted to the French.
Should you consider it advisable, you may make use of the concession made by His Majesty's Government with regard to the question of Chinese co-operation in the
scheme.
