We ask His Majesty's Goverment to agree that in fu-
ture the duty and likin en foreign opium shall be double
the original amount, viz. Taels 220 per picul.
4. Hongkong has always been the place where foreign
opim is boiled (prepared for consumpti on).
The amount
of prepared opium imported into China from Hongkong is very
considerable. If after the introduction of these prohibi-
tive measures, it is still allowed to bring this boiled
opium at will into China, the highly unsatisfactory result
will be that while (raw) foreign and native opium are being
gradually subjected to the process of diminution and even-
tual disappearance, the amount of prepared opium will on
the contrary increa50. We therefore make the two following
proposals:-
(a) to ask the Governor of Hongkong to assist us in
strictly prohibiting the boiling of foreign opium for the
purpose of introducing it into China.
(b) to ask His Majesty's Government to agree that any
such foreign prepared opium may be taxed by China with a
view to thereby render it prohibitive.
5. In the Foreign Settlements there are numerous opium
shops and opium dens; while the eating houses, restaur-
