Referring to my telegram No.232 of the 30th ultimo I
have the honour to transmit to you, herewith, copy of a
Memorandum on opium prohibition which was handed to me on
the 29th ultimo by four Ministers of the Wai Wu Pu who
came to the Legation to confer with no on the subject.
Their Excellencies explained that Prince Ch'ing was pre-
vented by illness from accompanying them.
They reviewed briefly the history of the movement and
expressed the gratification they felt at the sympathetic
response which the efforts that they proposed to make for
the suppression of the evil had evoked in England.
The
mezsege which I had recently conveyed to them from His
Majesty's Government had given them especial pleasure as
they realized that the goodwill and co-operation of the
people and Government of Great Britain would greatly facili
tate them in carrying out the task they had undertaken.
