Peking, November 23, 1906. IN continuation of my despatch No. 422 of the 16th ultimo on the subject of the scheme for the improvement of the Taku Bar, I have the honour to forward to you herewith copy of a further despatch from His Majesty's Consul-General at Tien-tsin, in which Mr. Hopkins reports that the Conservancy Board has received from the British Municipal Council and the Shipping Companies their formal assent to the Conservancy Board's interpretation of the powers and functions of the Board of Reference.

Tien-tsin, November 19, 1906. I HAVE the honour to refer to my despatch No. 76 of the 12th ultimo, and especially to the last paragraph beginning "With regard to the Board of Reference, acting as arbiter in disputes between the Conservancy Board and the signatories to the Bond."
In consequence of the receipt of your despatch No. 38, the contents of which I brought to the knowledge of the Board, the latter again considered this point, and it was resolved to ascertain what view the British Municipal Council and the Shipping Companies took of the Board's interpretation of the powers and functions of the Board of Reference.
I am now able to report that the Conservancy Board has received from the British Municipal Council and the Shipping Companies their formal assent to the Conservancy Board's interpretation of the powers and functions of the Board of Reference.
