I understand that a full and accurate report of the tenour of the new Opium Regulations is appearing in the "Times." I do not, therefore, telegraph the text, copy of which has been given to me privately.
Article 10 of the Regulations deals with the imported drug, and the Chinese Government intend, I understand, to approach me officially on this question in a few days' time.
