After several preliminary conversations with
the Ministers of the ai u Pu, I addressed,
on
the 20th instant, a Note to Prince "h'ing copy of
which I have the honour to enclose.
In this I advocated the establishment of a
competent system of Water Police which should patrol
the rivers and estuaries in well-equipped launches,
and I suggested that its organisation should be
entrusted to the Inspector-General of Customs who
had at his disposal a thoroughly trained and efri-
cient Staff for the prevention of s uggling and was
in a peculiarly favourable position for dealing with
the whole question, as far as the river la concerned,
in a practical manner.
