Article V.

Although it is not possible to forbid at once

the existence of opium shops, steps must still be

taken to compel their gradual disappearance, and un-

der no circumstances can any new shops be allowed

to open. All shops in any city, town, or village

which sell the raw drug or prepared opium must be

severally inspected by the local authorities,
