ACTOR JAN 07!

Foreign Office, January 8, 1907. I HAVE received your despatch No. 461 of the 8th November, 1906, reporting the steps taken by His Majesty's Consul-General at Mukden, and his American, German, and Japanese colleagues to combat the Chinese tendency to limit the rights of foreigners in that Treaty port to a settlement area."

I approve the views expressed by Mr. Fulford in regard to the opening of Mukden, and I concur in your approval of the attitude of caution which he proposes to adopt in his relations with his German colleague.
