Sir J. Jordan to Sir Edward Grey.--(Received December 17.)
Peking, October 27, 1906. I HAVE the honour to report that a new draft of Trade-marks Regulations was recently communicated to the doyen of the Diplomatic Body by the Board of Foreign Affairs. A few days later a Secretary of the Board of Commerce wrote to me, inclosing a French translation of the Rules,* and requesting me to discuss the subject with him, as it was desired to bring the Rules into operation as soon as possible.
As this question had hitherto been under discussion with the Wai-wu Pu, I was not inclined to deal directly with the Board of Commerce, and a cursory examination of the French translation of the Rules (now inclosed) showed that they had been entirely recast. I felt, therefore, that the first necessity was to forestall the premature issue of the Rules, and I accordingly addressed a note to Prince Ch'ing on the 18th instant, copy of which I also have the honour to inclose,* pointing out that no steps should be taken to issue the Rules till they have been duly considered by all concerned.
My French, German, and Austro-Hungarian colleagues addressed similar notes to his Highness.
The task of preparing an English version of the Rules is not yet completed, but this will be sent by next bag.
