to receive his Honour's approval. The correspondence with the Taotai is of no particular interest, but I think it advisable to inclose copies. As agreed, it leaves out all mention of a survey, although it is understood that the work is to be carried on.
The Taotai makes a point of the fact that a large following of subordinates and servants of natives of India, &c., cannot but attract undue and undesirable attention, and I am urging a reduction in the numbers proposed.
If no mention is made at Yunnan-fu by Chinese of what has been done here, I see There is no doubt no reason why the party should not accomplish their object.
whatever as to the Taotai's good-will, or his ability to protect the party effectually. The excellent discipline maintained by the British officers last year, their friendliness, moderation, and good sense in dealing with the natives, and the entire absence of friction of any kind, have all contributed to make the Taotai take a favourable view of this year's scheme; and I am sure that, so far as concerns the officers in the survey party, their subordinates, and underlings, he will have no cause to regret the friendly attitude he has adopted.
In conclusion, I have the honour to request your permission to accompany the party, so far as is consistent with my duties at Tengyueh. His Honour Sir Herbert White has authorized me to say that he would like me to go with them. I venture to think that my presence will be useful, and may prevent possible friction.
