Sir J. Jordan to Sir Edward Grey.--(Received December 17.)

Peking, October 30, 1906. WITH reference to your despatch No. 294 of the 30th August, I have the honour to state that, in the interval between his despatch No. 290 of the 4th July to you and my arrival here, Mr. Carnegie urged the publication of the new Mining Regulations, both verbally and by letter. I have also lost no opportunity of reminding the Chinese Government of their obligations in this matter. In my two last interviews at the Wai-wu Pu on the 9th and 19th October, I was informed by the Grand Secretary Na-t'ung and his Excellency Tong Shoa-yi that the new Regulations were out of the hands of the Wai-wu Pu altogether, and were now undergoing a final consideration by the Board of Commerce. They looked for an early issue, but refused to mention a date. When questioned as to the character of the Regulations, his Excellency Tong Shoa-yi said in general terms that he thought they would be found reasonable and practical. Their Excellencies both stated that the Viceroy Chang Chih-tung, who was responsible for the original draft, was also pressing for publication as soon as possible.
