I have the honour to send you a minute on the
correspondence sent me in your despatch of the 25th
ultimo. I have had to deal with Sir Matthew Nathan's
views and the correspondence at considerable length,
as I am in Cisagreement with much that the Chief
Justice has written and wit some of he Governor's
views, which are based thereon. Respect for these officers requires that I should justify the opinions I hold, which however sem to be shared by 'r. Carnegie and the Colonial Secretary of Hongkong.
