Sir:-

With reference to your letter of the 17th. of Au-

gust last in regard to Chinese Debtors absconding from

Hongkong, I am directed by Secretary Sir E. Gray to

transmit to you herewith for the information of the

Earl of Elgin a copy of a despatch which has been re-

ceived from His Majesty's Minister at Peking.

It will be observed that Mr. Mansfield suggests

the possibility of the Hongkong and Canton Governments

coming to some reciprocal arrangement in regard to ques-

tions of Bankruptcy. I am to inform you that Sir E.

Grey would be glad to learn the Earl of Elgin's views

on Mr. Mansfield's suggestion.

I am to add that Mr. Carnegie's reply to the pro-

posals made to him by Sir M. Nathan has the approval of

Sir E. Gray.
