I am commanded to acknowledge the recei letter dated the 22nd February last, No. 26222/1906, and in reply to inform you that the Army Council much regret that, up to the present, it has been found impracticable to carry out the assurance given in War Office letter 083/4170 (M.0.1.) dated the 17th January 1906, with regard to the Infantry garrison of Hong Kong.
I am to acquaint you that the present distribution of the troops between North and South China causes certain difficulties with regard to reliefs, and to state that when a final decision has been arrived at with regard to the strength of the forces in China as a whole, the question of bringing the Infantry garrison of Hong Kong up to its approved establishment will receive careful consideration in connection
with the arrangements for the trooping season 1907-08.
