rence to your letter of the 17th instant (1149/1906/1907) transmitting an extract from a despatch from the Governor of Hong Kong respecting the services rendered by Mr E.H.Grainger, Chief Mate and Mr A.Harvey, 2nd Engineer of the S.5. "Heung Shan" of Hong Kong when that vessel stranded during the Typhoon of the 18th September last, I am directed by the Board of Trade to state, for the information of the Earl of Elgin, that after careful consideration of all the circumstances in which these services were rendered, they do not think that, having regard to their practice in making recommendations for the grant of the Albert Medal the present case is one in which such a recommendation should be made.

however, to add that they propose to recommend to His Majesty

The King that the silver

medal for gallantry in saving life at sea be awarded

to Mr Grainger, and the Bronze Medal to Mr Harvey.
