With reference to your letter of the 20th ultimo You No.46444 respecting allegations against the Shipping
Master at Hong Kong, I am directed by the Board of
Trade to transmit herewith, to be laid before the harl
of Elgin, copies of two further letters of the let and
12th instant from Dr Pugh, in which he gives the names
of shipmasters who would be able to support his state-
ments in the matter, and a particular instance of the
irregularities referred to, and I am to suggest that
they should be sent to the Governor of Hong Kong for
his confidential information.
I am also to transmit a copy of the letter from
this Pepartment to Dr Pugh in answer to his letter of
the 1st instant.
