Gentlemen,
We notice in the letters from "r. Eves the Chief Reisdent Engineer of the Kowloon "anton Failway, which have been forwarded to you through this office that he has purchased locally a certain amount of plant for the construct- ion of the Pailway, such as rock drills, narrow gauge permanent way materials, &c.
We would ask you to scrutinize carefully the prices paid for such materials with a view to ensuring that nothing is obtained in this way which might be more economically procured from this country, as it is contrary to the standing Regulations of the Colonial service that goods for
purchased the "overnment shall be e from local merchants unless they are very urgently required or hen a substantial saving can be effected by so doing.
