I have accepted debit for the £6104 pending explanation, but would like the matter looked into and the cause of the difference explained as soon as possible.

The B/L in question was another case similar to that referred to in paragraph 15. This B/L arrived in Colonial Secretary office on 25th March, 1907, while the ship arrived on 24th March, 1907. For these Holtz Liners a day's delay means a great deal as they can load at a tremendous pace; they only remain in Hong Kong about two days and in that time can unload several thousand tons into lighters in mid-stream.

All these rails, etc., had to be unloaded into the Kowloon Wharf and Godown Company's premises as the B/L was not received in time to take delivery over the ship's side. I had a jetty erected in Hung Hom Bay for unloading the rails and locos, but I found it cheaper, when the material was once in the godown, to take them away by road as the distance was not great.

The jetty has not been used at all in consequence and has been so much money wasted.

31. I forward under separate cover a section of the line between Taipo and Lofu, the frontier of British Territory.
