15. I referred before to the fact that the Holtz Liners come to Hong Kong faster than the mails. I had another example of that this week. The Pellets with Tip Wagon Wheels and Axles and fire bricks arrived in Hong Kong the day before the French Mail bringing the Bills of Lading. Although the Bills of Lading were sent to me with only one day's delay in the Colonial Secretary office, the goods had all been handed in the godowns and I had to take delivery by road from there. It would have been much cheaper to take delivery over the ship's side and lighter the material away. Could it not be arranged that the Bills of Lading be sent in the Holtz Liners when there is any material for the Railway in them.
16. This late delivery of the Boilers and still more late delivery of the fire bricks has been very expensive owing to the rains having made the ground so soft.
17. In the Crown Agents account for March 1907, there appear an Item £91 0 4 for Inspection. This total cannot be checked. On BL No.58/05 of 15th February 1907 for material per S.S."Telemachus" from Liverpool the inspection charges amount to only £77 12 3 on Rails (85lb.) and the two Saddletank Locos.
