frequent appeals for assistance from the wives of officials engaged by us, especially those of the foreman or artisan class. Should the Secretary of State approve of the proposal of the Hong Kong Government, we shall be glad to know whether on the receipt of such appeals we should refer the writers to the Colonial Government or reply simply that we are unable to take any action in the matter.
