Gentlemen,
In further reply to your letter of 27th, ultimo E/261/2 enclosing copy of a letter from the Colonial Office and a copy of a telegram from His Excellency the Governor of Hong Kong, we have now had an opportunity of discussing the matter with Mr. A. J. Barry who has just returned to England.
We are of course aware that the Director of Public Works at Hong Kong, Mr. Chatham, has had considerable experience in engineering works in general, but we have no knowledge of his experience in a Railway undertaking of this nature and magnitude. If, however, the Secretary of State and His Excellency are convinced that the change proposed is for the benefit of the work, we should raise no objections to the course proposed by His Excellency.
In justice, however, to the present Chief Resident Engineer, Mr. Eves, who has had a good previous record on Railways in India and China, we should like to point out the great difficulties which he has had to encounter since he arrived in the Colony in April 1906 through ...
