With reference to the despatch No. 153 dated 15th June 1906 from the Governor of Hong Kong, in which complaint is made of certain 5" and 6" diam. Wrought Iron Pipes supplied under the above mentioned Contract.

2. In accordance with your instructions of the 19th October, I have carried out tests and analyses of the three pieces of Pipe returned from the Colony, in order to endeavour to arrive at a conclusion as to the cause of failure.

3. Before proceeding to give the results of these tests and analyses, I propose to detail the conditions under which the Contract for the Pipes was originally placed with, and executed by Mr. Edward Smith of Wednesbury, under my inspection.

4. As you are aware, Mr. Edward Smith has executed contracts for Wrought Iron Pipes for the Crown Agents for many years, and as far as I am aware, no previous complaint has been received, either from Hong Kong, or from any of the other Colonies, to which many miles of Wrought Iron Pipes of his make have been supplied. The cause of the present failure is therefore all the more difficult to account for.
