9. Objection was now taken to a departure from the standard Whitworth sarewing, with the result that the order was given for normal diameters, and the Con- tractors were instructed to furnish, for testing and analysis, samples of the steel plates from which they proposed to manufacture the pipes.

Mr. Stanger's report on the tubes returned from the Colony now appeared and paragraphs 21 and forward showed that screwed piping of nominal bores might vary in thickness and pass on unnoticed in that respect; that in fact the standard pattern of screwing, of itself, was no protection against variations in strengths; whereas an abnormal size was a safety; and the original tendered price was the same for either kind or make of tube. However, so far as the Contractors for the new tubes were concerned, matters could not now be changed as to normal and abnormal sizes except at an additional cost to the Colony of
