Gentlemen,

With further reference to your letter of the 8th instant E/261/8 we think that the question of whether it is expedient to let a contract for the tunnel or not should await Mr A.J.Barry's return to London at the beginning of next month so that we may have an opportunity of conferring with him before expressing our views in the matter.

In consideration therefore of the views expressed in paragraph 3 of your letter would it not be advisable to telegraph either to H.E. the Governor or the Chief Resident Engineer not to let a main contract for the tunnel or commit themselves to such a course unless further instructions are received?
