Sir,

I have the honour to transmit for the information of the Secretary of State a copy of a correspondence which we have had with the Consulting Engineers for the Kowloon-Canton Railway relative to a proposal that the tunnel work on the line should be executed by contract.

2. It appears to us that it would be very undesirable that any steps should be taken in the Colony committing the Government to a definite course of action before the matter has been fully examined and considered by the Consulting Engineers. I beg therefore to suggest that a telegram in this sense should be sent to the Governor,
