is usually a charge upon owners of property, and My Lords

ara prepared to consent to this Clause conditionally upon

its being amended to provide that Admiralty concurrence

is first obtained to any works where a proportion of the

cost is to fall on Naval funds.

The cost of the subsequent maintenance of these

works would, however, in ordinary circumstances, be borne

by rates on the locality, and would as to public highways

and sewers in the United Kingdom, be included in a

"contribution" from the Rates Vote as part of a general

rate levied on a district.

My Lords are however precluded from agreeing

to this condition, as no undertaking can now be given as

to any increase in the payment for rates at Hong Kong.

7. My Lords will be glad to learn when the amend-

ments as indicated above, have been made in the Convey –

ances.
