As regards para 4, the Govt cannot expect the Crown Agents to advance money at 3% when the Bank rate is at present 5%; and it was 7% when this day was written?
As regards para 4 of their letter to Hong Kong of 29 June 1906 (in 30971/06) last sentence - advances beyond what the "Special Fund" supplies to be at Bank rate + 1/2%.
Ask C.F. Finance the Colony on what terms they would be prepared to advance.
