and to enquire in what way he required my good offices and
whether he would desire an opportunity of speaking with me
upon the subject of his mission. He, however, replied
emphatically that he had no business of any kind which he
wished to discuss with me, and his main desire appeared to
be to obtain from me a letter to the Governor of Singapore.
This I wrote on his behalf in much the same terms as the
letter I had received from Sir John Jordan.

Mr. Yang was entertained by the Chinese
Merchants here, and I enquired confidentially from Dr. Ho
Kay, Senior Unofficial Member of Council, what had
occurred on that occasion. He told me that he and his
colleague Mr. Wei Yuk had questioned Mr. Yang as to the
objects of his Mission, but could elicit nothing from him,
and that they had for this or other reasons (vide enclosure)
both cancelled their acceptance of an invitation to be
present at a dinner given in his honour. I attach a
Minute by the Registrar General in reply to my questions
on this subject, from which Your Lordship will observe that
the Commissioner did not observe the pledges made to Sir
John Jordan.
