Unless an officer is suffering from illness which is clearly the result of his work, I do not think that there is reason for exempting him from the payment of the fees for hospital treatment on the scale applicable to public officers as laid down by the General Orders. I gather that your predecessor ruled that medical officers should be allowed free treatment, but I do not think that the privilege should be extended.
