closing the Agency of which there would be little fear.

If the proposal at (c) should recommend itself to Your Lordship it would of course be understood that postal rates to Hongkong would remain at the 1 penny rate, and that this rate would be maintained at Weihaiwei, and I submit that that Colony should in any case refund to this Government any deficit which accrues on its Postal Agency.
