The actual expenditure upon the Agencies (not including the Tientsin Agency) in the year 1906 was $86,707.83.
Owing to a large increase in weight of correspondence since the time when the Washington Postal Convention statistics were taken, it may be expected that this expenditure will be increased by additional transit charges to $92,028. The revenue inclusive of the grant of £710 from the Imperial Post Office stood at $123,520. It is expected that owing to the increase in the unit of weight of letters from $\frac{1}{2}$ oz. to 20 grammes, and the reduced second rate that the sale of stamps at the Agencies will be reduced by 25 per centum. The revenue derived from the sale of stamps during the year 1906 was $107,249.76 so that next year the total revenue may be estimated at $96,708, viz:-

The Agencies would therefore be conducted at a profit of $4,680 ($96,708 - $92,028 = $4,680).
But for the 20 per centum Military Contribution ($19,342), deduct $4,680, the result is $14,662.
The expenditure on the Tientsin Agency turns this profit into a loss of $14,662.
